Administrative Measures for the Awards of
China International Industry Fair

Chapter I General Provisions    
•        Article 1 China International Industry Fair (hereinafter referred to as "CIIF") is an important window to showcase the latest technologies and products in equipment manufacturing and information technology in the world. It is an exchange platform for deepening international economic and trade cooperation in the industrial field of China. It is also the only fair granting awards approved by the State Council. These Measures are formulated for the purposes of highlighting the theme of CIIF, promoting the brand of CIIF and further standardizing the awarding work of the CIIF by drawing on experience gained from the awarding practices of the internationally renowned exhibitions and conventions.
         Article 2 The principles of “fairness, integrity, and openness” and “high standards, strict requirements, and less but better” shall be adhered to.

Chapter II Organization Structure and Responsibilities
•        Article 3 The CIIF Award Steering Committee, the Award Appraisal Office and the Award Appraisal Administration Office shall be established. The Award Steering Committee shall be composed of people from the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Council for the Promotion of International Trade, the China Machinery Industry Federation and the Shanghai Municipal People's Government and etc. The Award Appraisal Office shall serve as a part of the Organizing Committee of CIIF, and shall be composed of people from the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Shanghai Municipal People's Government and etc. The Award Appraisal Administration Office shall serve as the routine working body and shall be established in the Shanghai Economic and Information Commission. At the same time, the Award Supervision Committee shall be established and be composed of 3-5 senior industry experts.
         Article 4 The Award Steering Committee shall be the highest management body for the awarding of CIIF. It shall be mainly responsible for formulating the awarding administrative methods, guiding the awarding work, and reviewing the awarding results. The Award Appraisal Office shall organize the awarding work under the leadership of the Award Steering Committee. The Award Appraisal Administration Office shall be responsible for the implementation of the specific awarding work. Its main responsibilities shall be: based on needs, constructing and improving the awarding information system, establishing and continuously enriching the expert database, and proposing and implementing the setup programs of the awarding expert committee, organizing applications and reviews, participating in planning of the award-granting ceremony and promotion of award-winning exhibits. The main responsibilities of the Award Supervision Committee shall be: reviewing the relevant documents, supervising the awarding site, confirming the validity of the awarding results, and giving suggestions for solution of appeals and objections.

Chapter III Award Setting
•        Article 5 CIIF shall set the China International Industry Fair awards (referred to as the “CIIF Awards”) and the total number of the CIIF Awards shall not exceed 10 (inclusive).
         Based on the participation circumstances, “CIIF Robot Award”, “CIIF Industrial Automation Award” and “CIIF New Material Award” and other theme awards (the awarding details of the theme awards will be separately stipulated) will be set. The total number of each theme award will not exceed 10 (inclusive). It will be organized and implemented by the Award Appraisal Office of CIIF together with the organizers of each theme show and concerned industry associations. Furthermore, based on the exhibition circumstances, it is possible for the Office of the Organizing Committee of CIIF to propose to grant honorable awards to a small number of exhibits with special influence and significance.

Chapter IV Scope of Participation
•        Article 6 The applicants must be organizations with independent legal qualification; the products must be outstanding technology, products or system solutions with intellectual property rights developed by the applicants themselves or together with others, be exhibited in the current CIIF, and have passed the industrialization test or achieved industrialized applications.

Chapter V Appraisal Criteria
•        Article 7 The CIIF Awards shall be granted to the world-class industrial products that represent the state of the arts of global industrial and information integration, major breakthroughs in technological innovation and model innovation, and achievements of demonstration applications or large-scale commercialization, and that take a leading and innovative role in industry and regional development.
         The appraisal criteria of CIIF Awards run as follows:　　
         (1) Contribution to the industry: having made major breakthroughs in key core technology development and high-end product research and development in frontier high-tech industries or advanced equipment manufacturing, and leading the trends of industrial technology and product development both at home and abroad;
         (2) Technical level and degree of innovation: possessing independent intellectual property rights, with technical level reaching international leading or domestically pioneered position;
         (3) Economic and social benefits: having created or having potential huge economic benefits or having outstanding performance in social benefits, and being able to better promote the development of related industries.

Chapter VI Appraisal Process
•        Article 8 Application or recommendation
         For products that meet the conditions for participating in the appraisal of the CIIF awards, application can be made on a voluntary basis. Relevant industry federations (associations) can also recommend qualified products to the Award Appraisal Office.
         The participating organization shall carefully fill out the “Appraisal Application Form” on the CIIF Award Application Platform and submit relevant attachments as required.
         Article 9 Formal review 　　
         Each participating organization shall complete the formal review of the participating exhibits on the CIIF Award Application Platform; the participating organization can also submit the application documents directly to Award Appraisal Administration Office, who will be responsible for the formal review. 　　
         Article 10 Expert preliminary review 　　
         The “CIIF Award Expert Database” is composed of the experts recommended by members of the Award Steering Committee and relevant industry associations. Based on the setting of the professional exhibition area of CIIF, the Award Appraisal Administration Office will set up an expert review team, select some experts from the Expert Database (invited experts can also be added upon needs), complete the expert preliminary review through “online review + on-site reply”, and then recommend excellent products for the comprehensive review. There shall not be more than 2 (inclusive) items for each exhibition area, and items for the Science and Technology Innovation Exhibition area shall be calculated according to the exhibition organization unions. 　　
         Article 11 Expert comprehensive review 　　
         The CIIF Award Expert Committee shall be established and composed of academicians, experts and scholars from scientific research institutions, universities, enterprises and industrial federations (associations) both at home and abroad. It shall conduct the comprehensive review over the excellent products recommended by the preliminary review, and then come up with the CIIF Award candidate list. 　　
         Article 12 Examination and Approval 　　
         An examination and approval meeting of the Award Steering Committee shall be held to review the CIIF Award candidate list for determination of the winning products.
         Article 13 Reporting
         The Award Appraisal Office shall report the List of CIIF Award-Winning Exhibits to the CIIF Organizing Committee for the purpose of filing.
         Article 14 Awarding
         An awarding ceremony will be held, and certificates and trophies will be awarded to the products winning the CIIF Awards.

Chapter VII Funds
•        Article 15 The funds for the implementation of the awarding work of the CIIF shall be specially allocated by the Ministry of Finance.
         Article 16 All applications for participation, recommendations, reviews and commendations of the awarding shall be free of charge for participating organizations.

Chapter VIII Discipline
•        Article 17 The application documents shall be true and valid, and shall not be falsified. Upon discovery of any falsification, the qualification for this application shall be cancelled and the award shall be rescinded, and the falsifying organization shall not make such application within the succeeding five sessions.
         Article 18 The awarding work of the CIIF shall be subject to social supervision. The Award Appraisal Office shall enter into the "Letter of Undertaking for Non-disclosure" with the review experts and staff. Anyone who finds any violations can report the violation to the Award Appraisal Office. Violators shall be subject to disciplinary violations such as criticism, warning, and post dismissal depending on the severity of circumstances. Any suspected crime shall be reported to the judicial organ for processing.
         Article 19 If the review expert himself/herself has a stake in the participating exhibits or participating exhibitors, he/she shall take the initiative to ask for withdrawal from the Award Appraisal Administration Office.

Chapter IX Supplementary Provisions
•        Article 20 These Measures shall take effect as of the date of promulgation.
         Article 21 These Measures shall be construed by the Award Appraisal Office of CIIF.
